COUNTY RECERTIFICATION / CASE 02

The Field

CASE FILE

Node 7 calls this an appeal. The Bureau files it as verification. Your finding must survive both accounts without making the unknown disappear.

the question

Who filled in the field the county never asked about?

In February 2028 a county office denied a household’s recertification on a composite that included a field nobody in the office had collected. The vendor called the field derived. Eight months later the same field was stamped authenticated. Whether the household qualified is not the question. Who was allowed to answer for them is.

operation: Compare what the office collected, what the vendor derived, what the contract permitted, and what authentication added.

Notice of adverse action

claim: Recertification was denied under the county’s published rule on a household risk composite of 0.71.

omission: The notice does not say which office collected the composite’s pastoral engagement field, or that the county’s contract permits unnamed verification signals from affiliated services.

incentive: A denial with a vendor’s arithmetic behind it is easier to defend than one a specialist has to explain.

Derivation log excerpt

claim: The pastoral engagement field was derived from linked household signals rather than collected from the applicant.

omission: The log does not name the linked services or the person who authorized the link.

incentive: Calling the field derived avoids stating that the vendor’s products share one model.

DUNMORE-EXC-02282028-02-28 · testimony

Exceptions book, entry of 2028-02-28

claim: The eligibility specialist asked where the field came from and recorded the vendor’s answer, derived, beside the determination the office signed.

omission: The book can show the field was unsourced. It cannot show the field was wrong.

incentive: A specialist who can no longer explain a decision is protecting her ability to answer an appellant honestly.

Migration ticket

claim: When the household record received the common key, the derived field was re-marked authenticated, issuer SVS, with no new source attached.

omission: Authentication confirms who issued the field. It does not confirm the field.

incentive: An authenticated field closes a ticket. A derived one keeps it open.
