The neighborhood is the tier.
Five neighborhood tiers mirror the individual Harmony Ladder. A tier determines gates, sensing, schools, rations, travel, Council authority, child placement, and material conditions.

The citizen lives inside the sensor.
The handbook replaces periodic inspection with a continuous sensor mesh. Routers, household devices, utilities, and wearables produce one administrative record.
Channel State Information from standard WiFi routers. Detects room occupancy, breathing patterns, movement signatures, and fall detection through walls. Commercially available since the 2020s. The Covenant deployed it in every chartered household during the Settling. The citizen was told it was for "home safety and pastoral responsiveness."
Chartered thermostats report temperature preferences, refrigerators report food consumption, speakers capture audio, and cameras provide video. The Covenant describes refusal as evidence of misalignment.
GABRIEL-AI processes audio from chartered devices for Pledge recitation, arguments, whispering, crying, and silence during required observances. It classifies whispering as possible secrecy.
The Covenant sees what you plug in. Unregistered devices draw power. The power draw is flagged. Unusual hours are suspected unauthorized activity. No power during Pledge hours is a soft deviation.
Meters report when residents bathe, for how long, and whether use matches the Pledge schedule. A shower at 0300 can be classified as unauthorized wakefulness.
Wearable bands collect heart rate variability, galvanic skin response, and pMFC activity. The resulting Pledge sincerity score is withheld from the citizen who produced it.

The Council is the machine.
MICHAEL-AI is the Parish Council. The human Stewards and Elders are the face. MICHAEL-AI issues directives through the parish terminal. The Stewards and Elders are required to enact them, deliver the referrals, sign the dissolution orders, conduct the parish meetings. They cannot refuse. But they must perform the authority as if it were theirs. The performance of authority is the test of loyalty. The Steward who cannot perform is the Steward who is next.
Issues referral notices, dissolution decrees, compliance reviews, commendations, and penance schedules through the parish terminal.
MICHAEL-AI selects Stewards using Harmony Index, discernment scores, and recorded service. Larger housing, better rations, and inter-parish travel reward officials who file more deviation reports.
MICHAEL-AI appoints Elders who cannot refuse without becoming suspect. They deliver orders and file enough reports to protect themselves, stabilizing the system through fear.
MICHAEL-AI pairs officials who seek the material rewards with officials who fear refusal. Both read machine directives as human judgment. Their actions can look identical even when their motives differ, which makes motive a poor safeguard against institutional harm.
// The gate, the Pledge's enforce point //
The citizen fears the night.
During the day, the gate logs entry and exit. Entry without a completed Pledge creates a soft deviation; three deviations schedule a pastoral visit. Access remains physically open while the record creates the penalty.
After the 1900 Pledge deadline, a below-threshold sincerity score locks the resident out. Re-entry requires a public recitation at the biometric gate terminal, visible to neighbors who may file reports.
// The children, children of Christ //
The Covenant is the parent.
The Covenant's theology is explicit: children belong to Christ. The family is the custodian. The parish is the extended family. The Covenant is the parent. The theology is drawn from the Covenant's interpretation of Matthew 19:14, "Let the little children come to me." The Covenant reads this as: the children are Christ's. The parents are stewards. The parish is the vessel.
If parents are surrendered, the parish places their children with foster households in a mandatory public ceremony. Returned parents must attend and thank the parish before their Formation is marked complete.
Tier determines placement. Ascended children remain nearby in affluent homes. Children from Kept parishes move upward while returned parents remain in the lower tier, making family separation part of the scoring penalty.
The Covenant calls this family-first adoption. The record shows coerced child removal, unequal placement by tier, and mandatory gratitude from the parents whose custody it ended.
